perhaps you're launching the viewer incorrectly?
"C:\Program Files\UltraVNC\vncviewer.exe" -listen 5500
or perhaps, because you have a 64-bit operating system, you have the wrong version installed? my viewer isn't located in my Program Files (x86) folder, it's located in the Program Files folder ...

This is exactly the same problem I'm having, as well.
I believe this may be the same issue I'm experiencing as well. Tested from:
Viewer - Windows 7 64bit
Test Server 1 - Windows Vista 32bit
Test Server 2 - Windows 7 Starter 32bit
Compiled with: UltraVncSC update 2009
