Are you sure that this msaccess.exe running problem is a result of using pchelpware? I use PCHW with remote users of my software (ms access – runtime), and I not seen this problem at all (I using access 2003).

You don’t mention what ports you using. Perhaps their network filters all outgoing requests, except for port 80…..
