Had a very similar issue with new laptops and desktops afer the Windows 10 1909 update. It was working like 2 weeks ago then stopped, did debug logs of server and viewer couldn't figure it out. I then also had issue with some other software and tracked it down to the Visual Studio runtimes. These ...
