Sorry for the late feedback, but I think the problem isn't resolved. I still can't get the preconnection window until the uvnc_service restart. I use the 1.3.3 dev 10 on server and client side.

I use the ultravnc server 1.3.2 on a Win 2012 R2 terminal server and I found this bug too. So the problem is still persist.
The preconnection window doesn't show up on connection so I couldn't connect to a user session. Restarting the uvnc_service solves the problem temporarily.
