UltraVNC is Stuck in blue screen or closes right away

Sometimes VNC box is stuck on the blue screen and closes immediately.

If someone is logged in to the windows account at the site VNC works.
If someone uses TEAM Viewer and logs into windows, the VNC into the BOH Works.

OS: Windows 10
