Win11 Pro blocking repeater access?

This is a weird one! I have a friend with 10 computers in different locations. One of them has his book keeping program on it. And he needs to get at it from wherever he is at the moment.

I set up a repeater, and the system has been working perfect for years. Windows version agnostic.

But today, one computer is unable to access that remote. However, that same computer is enabled for remote access. And it has no problem connecting to the repeater. I can remote into it.

But if I try to remote out to the book keeping system I get "server not responding".

I open a DOS box, I can PING the domain name and it returns the correct IP address. But no ping packets. I try it from my office machine and Ping works as expected.

Its as if something is eating the outbound packets in Windows 11, his router, or ISP.

Or is there a better explanation?

I'm waiting for a green light to work on that machine. I'll start by updating the UVNC, it has 1.4.2.0 installed currently.

Update: Just updated to UVNC 64-bit V1.4.3.6, Build Oct. 21 2023 21:46:41
No change. I can still remote in to this machine, but it cannot remote out to the book keeping machine.

Update2: No infections found. Turned OFF Windows Firewall. No change. Setup OpenVPN to my office Asus modem (not fast but good for a test) and it WORKS! Disconnected VPN and it stopped working. Does this imply something external is permitting the VPN repeater server to connect, but not a connection for a viewer?. They do use two different port numbers on the same IP (domain) address. Or is there some other filter mechanism in Windows 11??

This is a complex one.
Looks like a firewall or security configuration

+sometimes adding a rule to the firewall to allowing in outbound for the exe can solve it.

+It's not vnc version related
+win 11 works out of the box, but company's always can add some extra security software.
Like Zscaler, the pain of every user...

The repeater has logging.
You normal can connect using browser and see the stats,
In my case http://localhost:80 or 81 or whatever port is used as config port.
Then you can instant see if some connections are getting in.
