Hi,

I'd like to ask : if rc4.key is 128 bit does it allow to connect from Win98 without security update (when only 40-bit keys are supported) ? Does it automatically downgrade encryption ?

You must have the "High Encryption Pack" installed on 95/98 to get 128 bit encryption.

If you want 128Bit RC4 encryption without the encryption pack you can try the ARC4 plugin on the Beta page of the msrc4plugin website. Since it doesn't use the MS Crypto Providers, it uses 128bit keys regardless of the enctyption pack installed.
