How would SC work if I being the tech am on an internet connection at the time and dont have access to a Repeater or the router of the network I am currently on?

SC made a outgoing connection to vncviewer listening incoming connection.

So then I still need to have access to opening ports/forwarding on the router that I am currently running vncviewer.exe in listen mode?
