Group 3 (Read-only) doesn't work in MS Logon

Group 3 (Read-only) doesn't work in MS Logon

I installed ultra vnc 1.0.5.6 as a service, created a vnc password and have checked the box beside "require ms logon"
I have two groups: Administrators, and Media. Administrators is in Group 1, and logging in gives the user full access.

Media is in Group 3, which should provide read-only access. Unfortunately, this is not the case. All users have full access!
I've already went into the registry and made sure that forceguest=0. Any other ideas?
