Windows 2008 'Browse' button not working after install

Last week I installed Windows Server 2008 SP2 (not R2). Went through all of the software updates, installed other software, as well and VNC. While testing the system out, I noticed I couldn't use the 'Browse' button used in some applications, such as Internet Explorer when selecting Open. What happens is you click the 'Browse' button and it looks like a window is going to appear, but nothing does. Researching this, I couldn't find a solution to the problem.

So I started from scratch and reinstalled Windows Server 2008 SP2. Each time I installed a piece of software. I would check Internet Explorer to see if the File > Open > Browse would work. Everything was fine until I installed UltraVNC and the mirror driver.

Knowing what application caused the problem was helpful. I uninstalled the software and restarted the computer in hopes this would solve the problem. It did not solve the problem. In fact, I noticed the uninstall didn't remove several keys from the Registry.

My question. Does anyone know what I need to do or remove to fix this problem?
