Error Generating Key

I am getting an error when I try to generate a key on 2 different Windows 7 computers. It worked on a Windows xp VM so I am wondering what is going on? The error is this, when I click on Generate, no matter which encryption level is selected, I get "An unrecoverable error occurred. GenerateKey Failed." one computer is a 32 bit, the other is 64bit with 32bit viewer installed. I am using the msrc4 plugin and trying to setup encryption for a SC build. Is there something I am doing incorrectly?
