strange behaviours in Windows 10 v1903

Hi,
Since I update Windows 10 Pro x64 to version 1903 I have problems working remotely on my PC if it does not have any peripheral connected to it. i.e. Monitor, Keyboard and Mouse.
I can connect to uVNC server with Viewer, but after I log in my screen freeze permanently, my mouse act strange - i can not click on anything... it seems like the screen is refreshing every second!

After I connect KVM to it and Reboot everything it's fine with uVNC.

My UltraVNC Server and Viewer are latest version: 1.2.2.4 /64bit.

Can somebody test it and confirm this issue. Do you have solution for it?

Some updates:
- in login window i can not see that blurry background image. just black background and Users.
- after login, my remote 'Monitor' (VNC windows) is blank and black - no computer's Desktop and no interaction with it! but if I activate "Remote Input and Remote Blank Monitor (ON/OFF)" the Desktop appears and I can interact with it. Unfortunately it does not work as it should either. Somehow Refresh has delay, Start menu doesn't work.

So no way to use VNC if the remote computer does not have Monitor, Keyboard and Mouse connected physically to it!

I'm sure it's 100% Windows fault but I can not figure out how to make VNC Viewer to work after Updating Windows to 1903 build.
