Unable to install UVncVirtualDisplay - incorrect parameter

We are trying to install the UVncVirtualDisplay device (via the Add/Remove and using the INF) which works perfectly on Windows10 1903+ but we have found that there are issues loading the same Virtual Display Device under Windows 10 1607 (Anniversary Update).

The following hardware was not installed:
UVncVirtualDisplay Device

An error occurred during the installation of the device:
The parameter is incorrect

Are there any limitations or minimum requirements for using the UVNC Virtual Display Device? We have a very large deployment using 1607 today and we are looking for a solution or compatible version of the UVncVirtualDisplay device if possible (to have consistency).

Indirect display driver use IddCx 1.4 this is supported from 1903.
