Configure MS Logon Groups to limit file transfer

I am trying to configure uVNC as shows in this image from uVNC documentation: https://www.uvnc.com/img/mslogon.png
How do I get this feature as shown in the documentation?
I have tried latest version and older versions but they do not have the 'file transfer' option as shown in the above link, only Full Control, Interact & View. Basically I want certain domain users and/or groups to be able to remote control & not file transfer, but administers able to remote control & file transfer.

Viewer and server need to support the the same rfb protocol and both need to to be UltraVNC.

Cross flavors and rfb protocols is supported, but not all options are supported.

Server & viewer are both uVNC, but I cannot get the server to show 'file transfer' option as it shows in the documentation. Currently using uVNC Server 1.3.2a. The server does not have the 'file transfer' option as shown in the above link, only Full Control, Interact & View.
