VNC authentication failed!

Ok, I have been fighting this for several releases with no success.
We have an SBS network server that all workstations login to.
Our older workstations have Win2000 our newer workstations have WinXp SP3.
Today I had to configure a new terminal to replace a failed older unit.
All updates and installs worked correctly except for UVNC 1.0.8.
I have read many of the forums and tried everything I could find.
Uninstall/Reinstall
Uncheck simple file sharing.
GPedit.msc

But I finally found something that I think is related to the problem.
When I looked in REGEDIT at: HKEY_LOCAL_MACHINE\SOFTWARE\ORL\WinVNC3

on a bad machine it is empty.
But on a machine that has VNC working it contains:

Therefore it appears that all of the registry keys are not getting written on the machines that are not working.

I would appeciate someone looking at this.
In the mean time I will try inserting these keys into one of the failed machines.

Ok,
I made a VNC.reg file of the keys that were missing and applied it to two of the machines that we not working and did not have those keys.

I edited the admin properties (MS Login II and users) and voila, they both work now.

So the question now is why were the registy keys not written on install.

this is my current problem.... I have tried about 29347298472398 reinstalls and Local_Machine\Software\Wow6432Node\ORL hives are completely empty...
