Correct working with locales

1. It will be nice if uvnc could change only remote machine's language on user's switch request (ctrl+alt, for example)

2. UVNC works completely wrong if there is non english language set on the viewer's machine, and works half wrong if there are english dvorak on viewer and non english codepage on server machines.

I use remote computers with german, russian and finnish locales.
Unfortunately UVNC almost useless in my case, I can not use remote system locales

I test RealVNC free viewer and this viewer can send russian char to UltraVNC server! You can add this function?

since uvnc japanese version exist (alternate keyboard method uvnc 1096)
there a international keyboard available but need set both server and viewer same before connection.

since this enabled by default on uvnc 1.0.9.6, no problem with keyboard between mac os.x finder (cmd K) to windows vista uvnc 1.0.9.6
