Which tool to use to compile

Hi, We have used the online tool in the past to create sc vnc executables, but then we were working with a guy here who then stopped developing his tool suddenly, which used an offline compiler cmd file.

I presume there are different versions of the compiler and that the exe's would be more compatible with vista w7 going forward? Which tool should I use to compile the latest executable?

Or have I misunderstood.

Really? No one knows if I should use the offline cmd creation tool or the online web based tool?
